RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the department of transportation to amend its administrative rules to allow motor vehicle owners whose motor vehicle registration and safety check are both expired to register their motor vehicle without first obtaining a certificate of inspection or obtain a certificate of inspection without first registering their motor vehicle. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Appropriates funds to the Hawaiʻi public housing authority for the repair, renovation, improvements, and maintenance of dwelling units at federal and state low-income public housing projects. Requires the Hawaiʻi public housing authority to submit reports regarding completed and pending projects. Effective 7/1/3000. (HD1)

RELATING TO HOUSING.

Establishes the rent reporting for credit pilot program within the Hawaiʻi housing finance and development corporation, whereby which participant tenants may elect to have their rent payment information reported by participant landlords to consumer reporting agencies to generate and build credit. Requires a report to governor and legislature. Appropriates funds. Sunsets 6/30/2027.

RELATING TO RENEWABLE ENERGY.

Establishes and appropriates funds for a solar energy storage system loan program to provide asset limited, income constrained, employed households with low-interest loans to purchase and install solar energy storage systems. RELATING TO DISTRICT BOUNDARY AMENDMENTS.

Permits the counties to make district boundary amendments without consideration from the land use commission for certain classifications of land parcels with an area of fifty acres or less.

RELATING TO FERAL CHICKEN CONTROL.

Appropriates funds for the Department of Health to control the State's feral chicken population. Requires the establishment of a complaint hotline that may be used to report nuisances and health hazards caused by the presence of feral chickens and to request removal of the feral chickens.

RELATING TO CONDOMINIUMS.

Requires registration for condominium associations to be on an annual basis, rather than on a biennial basis. Adds an additional annual condominium education trust fund fee to be used to support the annual registration with attached documents of the association. Amends the documents required for association registration. Broadens the list of documents an association must be maintained. Clarifies when such documents must be provided to unit owners.

RELATING TO AN INCOME TAX CREDIT.

Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)
