Extends the deadline to file nomination papers for public offices if the incumbent of a non-at-large election does not file.
Redirects $1,000,000 of transient accommodation tax revenues to the Bishop Museum.

Raises the rental motor vehicle surcharge tax to $ per day, and deposits one-half of the revenues into the state transit fund and the other half into the state highway fund for distribution to the counties. Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.
Reduces the tax on beer to $0.42 per wine gallon of beer and eliminates the distinction between draft beer and packaged beer for taxation purposes.
Appropriates funds for capital improvement projects at Wahiawa General Hospital for the benefit of the 46th Representative District.
Establishes the department of airports. Transfers the airport and aeronautics functions of DOT to the department of airports by the established transfer completion date agreed upon by the director of airports, the director of transportation, and the governor. Appropriates funds.
Lowers the income tax rates for the lowest six income brackets. Increases the rental motor vehicle surcharge tax. Requires the increased revenue in the rental motor vehicle surcharge tax to be deposited into the general fund to offset the lower income tax rates. Increases the refundable food/excise tax credit.
