Establishes an automatic voter registration system in Hawaii by allowing all applicants for a driver's license, provisional license, instruction permit, or civil identification card to either clearly decline to register to vote or fill out the voter affidavit on their application at the time their application is processed.

Requires the Judiciary to implement a payment plan program that offers any person who is unable to pay any court-ordered fines, fees, surcharges, costs, or monetary assessments the option of entering into a payment plan. Prohibits the courts from taking certain actions against a person solely because of that person's inability to pay. Reinstates driver's licenses that were suspended for nonpayment under certain circumstances.
Adds knowingly making a false statement to a county inspector a crime within the offense of unsworn falsification to authorities.
Proposes amendments to the Hawaii State Constitution to advance the State's goal of providing a quality public education system for the children of Hawaii by authorizing the Legislature to establish, as provided by law, a surcharge on residential investment property valued at $1,000,000 or greater and visitor accommodations.
Prohibits the sale of video games containing a system of purchasing a randomized reward to consumers under 21 years of age.
Authorizes transient accommodations brokers to register as agents to report, collect, and remit transient accommodations tax and general excise tax due from operators and plan managers subject to verification of compliance with tax and land use laws. Allocates a portion of tax revenues collected by registered agents to counties that verify compliance with county land use laws and to Department of Human Services for homeless initiatives.
Applies chapter 104, Hawaii Revised Statutes, to utility workers.
Amends Act 143, Session Laws of Hawaii 2017, by providing an additional Motion Picture, Digital Media, and Film Production Tax Credit amount for qualified production costs in a county with a population of 700,000 or less, provided certain hiring criteria are met.
