Requires the Legislative Reference Bureau to conduct a study on the costs and effects in the State of implementing a single-payer health care system similar to that which is proposed in the federal Medicare for All Act of 2017. Appropriates funds to conduct the study. (HB1717 HD1)

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim. Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages as a result of a tort. Transfers administrative authority, personnel, and facilities for the University of Hawaii Institute for Astronomy currently located at the University of Hawaii at Manoa to the University of Hawaii at Hilo.
Establishes a college savings program income tax credit.
Authorizes and provides funding for the Hawaii Technology Development Corporation to participate in and contribute funding for the development of a Hawaii cyber ecosystem and related aspects of cybersecurity.
Authorizes private organizations to provide shelter to homeless individuals at micro-villages on the organizations' private property. Limits county authority to restrict micro-villages and county liability relating to micro-villages. Appropriates funds to DHS for social services in micro-villages.
Appropriates funds for capital improvement projects for the benefit of the 2nd Representative District.
Prohibits the sale of sunscreen or personal care products that contain oxybenzone or octinoxate in Hawaii, beginning 1/1/2023.
Appropriates moneys to the Department of Land and Natural Resources for the establishment of a training academy for conservation and resources enforcement officers.
Creates a permanent task force on unmanned aerial systems, to be attached to the Office of the Lieutenant Governor for administrative purposes. Requires the task force to provide annual reports to the Legislature.
