Requires each district health officer of the Department of Health to be a physician licensed to practice medicine under Part I of Chapter 453 of the Hawaii Revised Statutes.

Requires the Legislative Reference Bureau to conduct a study on the impact of the weighted student formula on small and remote schools to determine whether the formula fulfills its statutory purpose of equalizing operational funding among the State's public schools.
Establishes within the Hawaii Emergency Management Agency an emergency management watershed team, which shall have the authority to access any state, county, or private real property within the State for the limited purpose of clearing the mouth of certain streams in preparation for the imminent approach of a hurricane. Prohibits the sale, offer for sale, or distribution for sale of non-prescription SPF sunscreen products containing octinoxate or oxybenzone.
Requires the Hawaii Tourism Authority to update the statewide tourism strategic plan and to fund the update of county visitor industry strategic plans. Allocates a portion of transient accommodations tax revenues for the county plans. Establishes a planner position in the Authority to administer the development and implementation of the county plans.
Authorizes and regulates short-term lending in the State such that short-term loans shall not exceed a term of thirty months, require payments not to exceed eight per cent of the borrower's gross monthly income, and other conditions.
Appropriates funds for infrastructure costs, the rental or lease of charter school facilities, and the repair and maintenance of network infrastructure of charter schools. Appropriates funds for meal services and student transportation at charter schools. (HB2509 HD1)
Establishes the Hawaii apprentice hunting license program. Allows a license holder to participate in hunting under certain conditions.
Requires a wind energy facility owner, the owner of the land, or the department of land and natural resources to be responsible for facility decommissioning and provides for recovery of costs.
Establishes a new chapter for rent stabilization applicable to all rental units located in structures over a certain age. (HB2575 HD1)
