Requires habitat conservation plans and safe harbor agreements to include the measures or actions to be undertaken to respond to individuals of the candidate species affected by take. Authorizes other funds to be deposited into the Endangered Species Trust Fund.

Provides a bidder of a public works construction project with two working days after the closing of bids to provide the name of each joint contractor or subcontractor and the nature and scope of the work to be performed by each. Allows the bidder to replace a subcontractor that is not in compliance with these requirements, provided that the price of the total bid remains the same.
Requires counties to create special improvement districts in subdivisions with privately owned roads that do not have existing procedures to maintain the private roads. Prohibits the approval of new subdivisions of 10 or more residential lots unless a county can certify there are mechanisms or procedures in place to ensure the private roads are maintained adequately. Makes the county responsible for the subdivision's road maintenance if a county fails to follow certification requirements when approving subdivisions.
Bans the sale, offer for sale, or distribution for sale of sunscreen or personal care products containing oxybenzone. (HB818 HD2)

Permits the retail sale of unpasteurized milk under certain conditions. Permits the sale of unpasteurized milk for animal consumption. Defines unpasteurized milk. Permits milk producers to establish cow share programs.
