Prohibits smoking and tobacco use, including the use of electronic smoking devices, by any person on the premises of the University of Hawaii.
Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.
Establishes a requirement that all workers who handle restricted use pesticides are to undergo mandatory medical checks by the department of health.
Requires the Department of Land and Natural Resources to include in its annual report the impacts of incidental take license issuances on the status and likelihood of survival of the individual species and the cumulative impacts on the full range of species of the specific island for which incidental take licenses have been issued. Appropriates funds to the department to assess the cumulative effects and detail them in its annual report.
Substitutes the rulemaking requirements of Chapter 91, HRS, for the adoption of certain University of Hawaii policies with the open public meeting requirements of chapter 92, HRS. (HD1)
Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.
Appropriates funds for county drought mitigation projects and measures. Appropriates funds for one full-time equivalent permanent planner IV position within the Commission on Water Resource Management to update the Hawaii drought plan. Effective 3/15/2099. (SD1)
Requires DOT to contract for a study on the feasibility of establishing a harbor or port at Kapoho bay on the island of Hawaii.
Prohibits the sale, offering for sale, or distribution of any sunscreen containing oxybenzone in the State, unless the sunscreen label contains a warning that the use of oxybenzone in nearshore waters poses serious hazards to coral and reef health.
Exempts housing projects where at least a portion of the units are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income from county, highway, and school impact fees.
