Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Excludes appropriations to the Department of Hawaiian Home Lands for the development of residential buildings from the general requirement that one per cent of capital improvement appropriations for state buildings be transferred to the works of art special fund. Effective 7/1/2065. (HD1)
Authorizes the counties to reclassify lands fifty acres or seventy-five acres in certain rural, urban, and agricultural districts; provided that a certain percentage of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty percent of the area median income. Requires the governor, lieutenant governor, state legislators, and heads of principal departments to prominently display a Hawaiian translation of the name of their office or department at least once on the main page of their official website and in the letterhead of their stationery. Requires the University of Hawaii to include in certain employment agreements that address intellectual property rights a condition requiring the employees to make a good faith effort to sell or license intellectual property to a farmer or agricultural producer within the State prior to selling or licensing the intellectual property to an entity outside the State. Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii Right to Farm Act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock on agricultural lands may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to assure the right of native Hawaiian cultural practitioners to engage in customary and traditional subsistence farming for direct personal or family consumption. Requires the department of transportation, in collaboration with the department of Hawaiian home lands, to develop plans for the construction of secondary access roads for the Waianae district of leeward Oahu. Appropriates funds to develop the construction plans.
Amends the definition of gambling to exclude digital sports betting on a platform licensed pursuant to state law. Requires the department of business, economic development, and tourism, to develop a pilot program to license businesses in the State to operate digital sports betting platforms. Provides an amended definition of gambling to be enacted when the pilot program ceases to exist.
