Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade 12 teachers, instructors, counselors, principals, or aides in a school. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
Requires that the state building code council include voting members with experience and knowledge in building energy efficiency standards and sustainable building, design, construction, and operation. Requires that the counties amend or adopt their respective building codes and standards based upon the International Energy Conservation Code within an unspecified time frame after the adoption of the Hawaii state building energy conservation code. Requires public contractors to obtain insurance to cover at least half of a project's construction costs to the State to provide funds for curing construction defects discovered within ten years after the completion of the contract. Authorizes the State to institute an action against the contractor for the total costs of curing those defects. Effective 7/1/2112. (HD1)

Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.
Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures. Requires procurement officers to document whether to pursue a design professional or contractor for damages in the event of construction cost overruns. Requires the chief procurement officer to compile a public list of construction companies or design professionals that are in noncompliance with the procurement code or owe penalties. Makes construction cost overruns a tort for purposes of the design claim conciliation panel. Requires bids for a contract under the competitive sealed bidding process to include a liability contingency fund. Requires the state procurement office to include training on the duty of procurement officers to hold design professionals liable for breaches of professional standards.
