Directs the auditor to perform a comprehensive performance and management audit of the state historic preservation division. Effective 1/1/2050. (HD1)
Amends the definition of "historic property" under the historic preservation law to include the requirement that buildings, inclusive of privately owned homes, meet the criteria for being entered into the Hawaii register of historic places. (HD1)
Grants exclusive original jurisdiction in matters of divorce to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before completing a divorce. Effective 7/1/3021. (HD1)
Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs. Requires the public benefits fee administrator to create and update the template to be used by retailers. Requires the Hawaii state energy office to publish signage requirements for household appliances on its website and provide a draft notification letter to the administrator to be distributed to retailers. Effective 7/1/2050. (HD1)
Extends the sunset date for the coffee berry borer pesticide subsidy program and the program manager position, including the position's civil service and collective bargaining laws exemption, to 06/30/2024. Provides that no single coffee grower shall receive more than $6,000 for each pest per year in subsidies between 06/30/2021, and 07/01/2023.
Exempts hydrogen fuels from petroleum product measurement requirements. Effective 7/1/2050. (HD1)
Requires the department of land and natural resources to regularly maintain trails and streams under its jurisdiction on a regular or scheduled basis.
Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes. Takes effect 1/1/2022.
Requires the department of accounting and general services and department of land and natural resources to require that, for all projects undertaken on state land or public land, three new trees are to be planted whenever an existing tree is cut down.
