Requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor. Effective 1/1/2050. (HD2)

Exempts from general excise tax law amounts received from the interisland transportation and related loading and unloading of agricultural commodities. Effective 1/1/2050. (HD2)

Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve conservation habitats or resources as compensatory mitigation. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank". Authorizes the department to contract a third-party administrator for the operation of the mitigation banks. Effective 1/1/2050. (HD1)

Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. (HD1)

Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions that will: (1) modernize the policies for the management of public lands in the designated area; (2) establish a plan for the designated area, including district-wide improvements, that is coordinated with state and county land use and planning policies; and (3) implement asset and property management concepts that can optimize income from the properties and evolve in response to changing principles of property administration. Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea peninsula redevelopment district. Allows the department of land and natural resources to issue a rent reduction or waiver for certain lessee's expenses for demolition or provision of basic infrastructure. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Effective 1/1/2050. (HD1)

Authorizes the issuance of special number motor vehicle license plates to commemorate the Polynesian Voyaging Society. Effective 7/1/2065. (HD1)

Specifies that a person commits the offense of manslaughter if the person causes the death of another person by recklessly operating a motor vehicle with .08 or more grams of alcohol per 210 liters of breath or .08 or more grams of alcohol per 100 milliliters or cubic centimeters of blood.

Prohibits drivers from operating vehicles with more than four wheels and high-passenger cars in the left lane, or close to the left-hand curb or left-hand edge, of a state or county roadway. Exempts drivers operating public transportation vehicles in a zipper lane or diamond lane.
