Requires that prior to the adoption or repeal of a rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request of the adopting agency for advance notice of its rulemaking proceedings.

Establishes goals for the State to reduce emissions that cause climate change and build energy efficiencies across all sectors, including establishing a clean ground transportation target for light duty vehicles. Allows nonprofit organizations to establish an applicant governing board and develop a charter application for a start-up or conversion charter school; provided that the governing board operates separately from the nonprofit organization and the governing board may include members of the nonprofit organization, but such members shall not constitute a majority of the governing board's members. Prohibits a county from enacting any ordinance that prohibits a person from lying by the roadside in safety in accordance with the law of the splintered paddle.
Changes the age for minors who are in the presence of abuse of family or household member offenses from less than fourteen to less than eighteen years of age.
Provides for ERS service credit for time in service when military personnel are called to active duty in the State. Includes members of the Hawaii National Guard ordered into active service by the governor in the definition of "employee" under certain circumstances, for purposes of the state deferred compensation retirement plan. Requires the department of human resources development to conduct a study on retirement benefits for National Guard members who are activated under state active duty orders and National Guard members who are retired; recommend a program with policies to provide Hawaii National Guard members with retirement benefits; and submit findings and recommendations, including potential legislation, to the legislature prior to the regular session of 2022. Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, and to the preservation of the natural, cultural, scenic and healthful qualities of the environment. Clarifies that the rights guaranteed may not be diminished by Article XI, Section 9, of the State Constitution. Effective 7/1/2050. (HD1)
Allows boards to use interactive conference technology to remotely conduct public meetings under the sunshine law in conjunction with in-person meetings, even when no emergency has been declared by government authorities. Authorizes boards to exclude the public from nonpublic locations, such as homes, where board members are physically present when remote board meetings are held by interactive conference technology. Establishes requirements for the conduct of remote meetings. Establishes a new notice requirement to provide the board's contact information for the submission of written testimony by electronic or postal mail. Amends existing option to hold in-person meetings at multiple public meeting sites connected by interactive conference technology to require termination of meeting only if audio communication is lost and cannot be reestablished within an hour and the board had not provided reasonable notice of how the meeting would be continued. Allows for additional courtesy sites open to the public for remote and in-person meetings held by interactive conference technology. Allows for contact tracing and social distancing during states of emergency caused by contagious diseases. Effective 7/1/2050. (HD1)
Requires the Hawaii correctional oversight commission to create a comprehensive plan to phase out the use of private correctional institutions by 2025. Prohibits the construction of new correctional facilities and the expansion of existing correctional facilities without first obtaining input and recommendations of the Hawaii correctional system oversight commission.
