Appropriates funds to the department of human services for the preschool open doors program. Effective 7/1/2051. (SD1)

Establish an Unemployment Compensation Insolvency Special Fund to be administered by the Department of Labor and Industrial Relations and expended solely to resolve an Unemployment Compensation Trust Fund insolvency emergency declared by the Governor. Permit the Governor to declare an Unemployment Compensation Trust Fund insolvency emergency and expend moneys from the Unemployment Compensation Insolvency Special Fund if the Director of Finance determines that the trust fund balance is insufficient to meet the State's obligations. Appropriates moneys into the Unemployment Compensation Insolvency Special Fund. Effective 12/25/2040. (SD1)

Appropriates funds to the State of Hawaii Museum of Monarchy History (Iolani Palace) and the State of Hawaii Museum of Natural and Cultural History (Bernice Pauahi Bishop Museum), to be expended by the Hawaii State Foundation on Culture and the Arts. Effective 7/1/2050. (SD1)

Conditions the authority of a county whose population is greater than five hundred thousand to exercise state housing powers upon a county's continued compliance with provisions regarding the acceptance of the dedication of infrastructure and public highways in affordable housing developments. Amends various provisions relating to the dedication of infrastructure to a county. (SD1)

Prohibits the issuance of future large capacity underground fuel storage tanks mauka of the applicable underground injection control line. Prohibits the operation of and renewal of permits for large capacity underground fuel storage tank permits located mauka of the applicable underground injection control line beginning 1/1/2045. Effective 7/1/2060. (HD2)

Establishes the director of business, economic development, and tourism, or a designee of the director, as an ex-officio, voting member of the Hawaii tourism authority and the school facilities authority board. Transfers the stadium authority from the department of accounting and general services to the department of business, economic development, and tourism. On July 1, 2023, transfers the school facilities authority from the department of education to the department of business, economic development, and tourism. Amends the composition of the stadium authority. Requires that administrative expenses incurred for the stadium development special fund be deducted. Effective 10/18/2050. (HD2)

Appropriates moneys to the Department of Land and Natural Resources to establish positions in parks administration and operation (LNR 806) to implement visitor reservation systems in Hawaii state parks. Appropriates additional moneys to the Department of Land and Natural Resources from the State Parks Special Fund for purposes of state park management. (SD1)

Amends the contents required to be submitted in each annual nongeneral fund program measures report and non-general fund cost element report. Effective 7/1/2050. (HD1)

Establishes the Hawaii broadband infrastructure authority. Defines broadband equity within the Hawaii broadband and digital equity office. Appropriates federal funds. Effective 7/1/2050. (HD3)
