RELATING TO INCOME.

Makes the state earned income tax credit refundable and permanent. Provides for carryforward of nonrefundable credits previously claimed. Incrementally increases the minimum wage and tip credit beginning on 10/1/2022. (CD1)

RELATING TO CONDOMINIUM ASSOCIATIONS.

Clarifies that sixty-seven per cent of unit owners may amend a condominium declaration at any time by vote or written consent, unless the declaration specifies a higher percentage. Requires developers to include annual reserve contributions based on a reserve study. Clarifies time and date requirements for petitions to amend bylaws and call for special meetings; electronic, machine, and mail voting; time frame for approval of minutes; and board meeting participation. Expands when electronic, machine, and mail voting is authorized. Requires a condominium association's reserve study to be reviewed by an independent reserve study preparer and reviewed or updated at least every three years. Specifies that cash flow plans be based on thirty-year projections. Effective 1/1/2023. (CD1)

RELATING TO UNDERGROUND STORAGE TANKS.

Beginning July 1, 2023, prohibits the operation of underground storage tanks with a capacity greater than 100,000 gallons. Effective 7/1/2050. (SD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Requires the Office of Planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the Office of Planning to report its findings to the Legislature. Authorizes the issuance of general obligation bonds. Effective 7/1/2050. (SD2)

RELATING TO MOBILE EMERGENCY MANAGEMENT SERVICES.

RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Deposits funds into the Rental Housing Revolving Fund to be used to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between 60 and 100% of the median family income. Enables the Hawaii Housing Finance and Development Corporation to use any unused moneys for other authorized rental housing projects. Effective 7/1/2050. (SD2)

RELATING TO LAND.

Authorizes the acquisition of land. Appropriates funds to the School Facilities Authority to purchase the fee simple interest or acquire an interest in the land to develop affordable housing, with priority given to a community with schools experiencing a high shortage of teachers. Requires the Department of Education to publish a needs assessment before development may begin. Appropriates funds for the School Facilities Authority to obtain a fair market appraisal report. Appropriates funds for the School Facilities Authority to maintain landscaping and public safety on the property until a developer is selected. Effective 7/1/2050. (SD2)
