RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

Establishes a stipend program to be administered by DOE for students enrolled in a teacher education program at UH and who agree to teach in the public school system for five years. Establishes a similar stipend program to be administered by the state public charter school commission for students enrolled in a teacher education program at UH and who agree to teach in a public charter school for five years. Gives preference to teachers who choose to teach in a Hawaiian immersion school. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO THE UNIFORM INFORMATION PRACTICES ACT.

Clarifies the legislature's intent regarding internal deliberative and pre-decisional materials of government agencies. Specifies that certain deliberative and pre-decisional materials that are a direct part of a government agency's internal decision-making process are not subject to disclosure if the disclosure of such materials would impair the agency's ability to make sound and fair decisions, but only to the extent that the impairment outweighs public interest in disclosure. RELATING TO ENERGY.

Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program.
