Establishes the Hawaiʻi Public Housing Authority public housing tenant upward mobility pilot program. Provides part-time on-the-job training to attain minimum qualifications needed for future part-time and full-time employment. Effective upon its approval.

Amends chapter 202, Hawaiʻi Revised Statutes, to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaiʻi 2021. Renames "Workforce Development Council" "Hawaiʻi Workforce Development Board" and "county workforce development board" "local workforce development board". Requires the Hawaiʻi Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations. Requires the Governor to select the chairperson of the state board among the private sector members set forth in section 202-1(b)(4), Hawaiʻi Revised Statutes. Repeals the requirement in 371-21(d), Hawaiʻi Revised Statutes, for the DLIR to submit an annual report to the legislature on the activities of the K-12 agriculture workforce development pipeline initiative. Amends Act 317, Session Laws of Hawaiʻi 2022, to give the Department of Human Services needed flexibility in developing a comprehensive child welfare information system that complies with federal regulation, which may allow the department to receive federal matching funds for the project. Extends the time the Department of Human Services may expend the appropriation made in Act 317, Session Laws of Hawaiʻi 2022.
Makes permanent the exemption from the behavior analyst licensing requirements for teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Removes the exemption from the behavior analyst licensing requirements for direct support workers and allows a registered behavior technician who is under the direction of a licensed psychologist to implement applied behavior analysis services.
Authorizes the Department of Human Services to conduct comprehensive background checks on current and prospective employees, volunteers, and contractors and contractor's employees and volunteers, in positions that require them to be in close proximity to minors and young adults receiving child welfare or child abuse prevention services, or vulnerable adults receiving adult protective services, social services, or certain other benefits and services from the department. Makes non-substantive conforming amendments to sections 345-2.5 and 846-2.7, Hawaiʻi Revised Statutes. Effective upon approval.
Clarifies that service and compensation awarded as part of an administrative, arbitral, or judicial proceeding are included in the calculation of retirement benefits and service time for the Employees' Retirement System.
Requires the State Art Museum to provide opportunities for the counties and private organizations located in Hawaiʻi to display art through loan arrangements with the State Foundation on Culture and the Arts under the Arts in Public Places Program. Provides that artists who reside in Hawaiʻi receive selection preference for the Arts in Public Places Program. Requires a report to the Legislature.
Specifies that 0.5 per cent, rather than one per cent, of state fund appropriations for capital improvements shall be transferred into the Works of Art Special Fund. Limits the 0.5 per cent amount to appropriations designated for the construction of new state buildings, properties, or facilities.
Establishes the criminal offense of unlawful shipment of tobacco products. Includes electronic smoking devices and e-liquids within the definition of "tobacco products", as used in the Cigarette Tax and Tobacco Tax Law. Increases the license fee for persons engaged as wholesalers or dealers of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Repeals certain provisions of the Hawaiʻi Revised Statutes relating to electronic smoking devices and the sale of tobacco products. Effective July 1, 2023; provided that section 4 shall take effect on July 1, 2024, and section 5 shall take effect on December 1, 2024.
Appropriates funds for back payments for each medicaid-eligible client cared for by certain care homes over the last fourteen years.
