Amends section 4 of Act 153, Session Laws of Hawaiʻi 2018, to make permanent the requirements under section 329-38.2, Hawaiʻi Revised Statutes, to check the electronic prescription accountability system in certain situations as enumerated.

Authorizes the issuance of general obligation bonds and appropriates bond funds for the development of the first responders technology campus and cybersecurity data center. Effective 6/30/3000. (HD2)
Provides amendments to external review procedures to improve consistency with the National Association of Insurance Commissioners Uniform Health Carrier External Review Model Act. Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.
Creates the Unemployment Insurance Technology Special Fund that will be funded by an additional assessment of .01 per cent to Unemployment Compensation Trust Fund contributions to support the information technology operating and maintenance expenses for the payment of benefits and contributions under Hawaiʻi's Employment Security Law.
Establishes the right of persons to record law enforcement activities. Establishes a private right of action for violations of the right to record law enforcement activities.
Appropriates general funds for federal broadband programs matching fund requirements.
Requires cash or protest bonds to be returned to the initiating parties, minus administrative costs, except in cases where the appeal was frivolous or made in bad faith.
Permits interested parties to request the director of health to file an assisted community treatment petition on behalf of the interested party. Requires final orders for a petition to be filed within thirty days of the date an assisted community treatment petition is filed. Permits the family court to use online hearings for assisted community treatment petitions. Permits the subject of a petition to stipulate to the proposed order and for the court to enter the stipulated order without an evidentiary hearing. Requires the department of health to report to the legislature on the number of requests for petitions submitted to the director of health.
Establishes a framework to regulate controllers and processors with access to personal consumer data. Provides that a violation of the consumer data privacy act constitutes an unfair method of competition and unfair or deceptive acts or practices in the conduct of any trade or commerce. Provides for a written notice and thirty-day opportunity to cure a violation without any action being brought or penalties being incurred. Effective 6/30/3000. (HD1)
Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of the surcharge revenues for affordable and workforce housing infrastructure. Allows the counties to use surcharge revenues for housing infrastructure, including roadways, water, and sewer.
