Repeals the minimum age requirement for individuals who become an Employees' Retirement System member after 6/30/2012, and who have at least 25 years of credited service.

Amends subsection 329-101(d), Hawaiʻi Revised Statutes, to require that a dispenser of a controlled substance report the filling of a controlled substance prescription and the dispensing of drug samples to the State's Electronic Prescription Accountability System at least once every day, or a report of "zero" be reported not less than once every seven days if no controlled substances prescriptions are filled or drug samples are dispensed.
Expands the definition of preceptor to allow for improved accessibility for providers to receive income tax credits.
Limits a holdover trustee's time in office to one hundred twenty calendar days after the trustee's term ends.

Expands the definition of "private entity" to include business organizations that are authorized to transact business in the State, including nonprofit management entities that have a certificate of need or license to operate one or more community hospitals or hospitals serving a rural population licensed under the laws of any state. Beginning January 1, 2024, requires the Chief Executive Officer of the Hawaiʻi Health Systems Corporation or the Chief Executive Officer's designee, before entering into any new agreement or modifying or terminating any existing agreement, to provide written comments to the Governor.
Authorizes the Department of Human Services to pay certain healthcare professionals who provide care allowable under the Medicaid program to patients enrolled in Medicaid an amount similar or equivalent to reimbursement rates paid by the Medicare program. Appropriations.

Make changes to strengthen the nursing facility sustainability program and other nonsubstantive changes for consistency and clarify. Appropriates funds out of the nursing facility sustainability program special fund for fiscal years 2023-2024 and 2024-2025.
