Exempts any development of homestead lots or housing for the Department of Hawaiian Home Lands from general excise and use taxes.

Amends the period in which the supreme court and intermediate appellate court are in session to June 1 of each year through April 1 of the following year. Specifies that the Hawaiʻi supreme court and intermediate appellate court shall issue decisions only during the time period these courts are in session. Requires a written decision to be issued during the same session in which the oral argument is heard.
Imposes a statewide limitation on consumer fireworks, except by permit for cultural events.
Allows the office of information practices to issue written guidance to resolve disputes under the State's Uniform Information Practices Act and sunshine law. Appropriates funds for two new permanent positions in the office of information practices.
Authorizes the public utilities commission to use electronic filing processes, including electronic service of documents, under the statutory chapters regulating public utilities, motor carriers, and water carriers. Effective 6/30/3000. (HD1)
Provides that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within twenty days of receipt of the commission's preliminary determination. Provides that a final order of the commission may be filed in the circuit court of the first circuit for confirmation as a civil judgment, enforceable and collectible as any other judgment issued in the circuit courts.
Appropriates funds to the department of the prosecuting attorney of the city and county of Honolulu for the career criminal prosecution unit. Effective 6/30/3000. (HD1)
Requires the Office of the Lieutenant Governor to establish a ballot-tracking system that allows all voters to receive alerts regarding the mailing, receipt, and counting of their ballots returned by mail. Requires the counties to immediately notify the Office of the Lieutenant Governor upon mailing and receipt of absentee ballots by mail. Appropriates funds to the counties.
Creates a mileage-based road usage charge to replace state motor fuel taxes, beginning on 7/1/2025, for electric vehicles. Eliminates the $50 annual state vehicle registration surcharge for electric vehicles. Allows electric vehicles a choice of paying a registration surcharge or a per-mile road usage charge until 2033. Requires motor vehicle registration applications to specify the type of fuel for which the vehicle is adapted. Requires certificates of inspection to state the odometer reading. Requires the department of transportation to plan for the deployment of a state mileage-based road user charge program by 2033 and submit a report to the legislature. Appropriates funds.
