Allows the Office of Information Practices to resolve open meeting and open record complaints through either a legal determination on whether a violation occurred or written guidance on the relevant legal requirements.

RELATING TO CRIMINAL PROCEDURE.

RELATING TO THE ELECTRIC BICYCLE AND ELECTRIC MOPED REBATE PROGRAM.

Makes an emergency appropriation into and from a newly established special fund to authorize funds for the Department of Transportation Highways Division's Electric Bicycle and Electric Moped Rebate Program. Authorizes the Department of Transportation to pay a third-party administrator to administer and pay the rebates to the applicants.

RELATING TO THE PROFESSIONAL AND VOCATIONAL LICENSING ACT.

Amends the Professional and Vocational Licensing Act to reduce the time frame for which an application is considered abandoned from two years to one year and to specify how this one-year period applies to the process for applications for examination.

RELATING TO RENT CONTROL.

Prohibits a landlord from increasing a tenant's rent more than five per cent plus the percentage change in the cost of living during the previous twelve months. Prohibits a landlord from increasing a tenant's rent more than once over a twelve-month period. Requires a landlord to provide a tenant with sixty days' notice before increasing the tenant's rent. Requires a landlord to provide a tenant with ninety days' notice before terminating the lease, for tenancies of month-to-month or longer. Requires the Office of Consumer Protection to submit reports to the Legislature.

RELATING TO CARBON OFFSETS.

Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State.

RELATING TO GOVERNMENT RECORDS.

Specifies that certain deliberative and pre-decisional government inter-agency or intra-agency records concerning an agency decision about a government action are not subject to disclosure until a decision on the action has been made or abandoned. Creates a rebuttable presumption that a matter has been abandoned three years after a prior request for such records. Allows an agency post-decision to continue to withhold directly identifying information for officials or employees lacking discretionary authority in specified circumstances. From 7/1/2023 through 6/30/2027, requires agencies to report their use of the exception to the office of information practices. Requires the office of information practices to convene a working group to examine agency use of the exception and report to the legislature by the 2029 regular session.
