Extends the ban on campaign contributions from state and county contractors to grantees of the State under Chapter 42F, Hawaiʻi Revised Statutes, and to the owners, officers, employees and immediate family of the government contractor or state grantee.

Amends the information in the statement of expenditures reports that lobbyists and other individuals are required to file with the Hawaiʻi state ethics commission to include the identity, by bill number, resolution number, or other similar identifier, of the legislative or administrative action that was commented on, supported by, or opposed by the person filing the statement.
Beginning 07/01/2024, establishes the office of administrative hearings to conduct contested case hearings in the department of budget and finance, department of land and natural resources, and department of taxation. Appropriates funds to establish the office of administrative hearings. Repeals 07/01/2026.
Creates a five-year pilot project for counties with a population of less than 200,000 to regulate the operation of hosting platforms that provide booking services for transient accommodation operators. Requires a report to the Legislature. Repeals on 6/30/2029.
Allows the Department of Hawaiian Home Lands to issue interim rules that shall be exempt from the public notice, public hearing, and gubernatorial approval requirements of chapter 91, Hawaiʻi Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. The interim rules shall be effective for not more than eighteen months.
Requires electric utilities and gas utilities to submit proposed capital expenditures for certain projects to the PUC for review and determination whether the project may be included in the utilities' rate base. Requires the PUC to make a determination within ninety days. Effective 6/30/3000. (HD1)
Establishes the Hawaiʻi Opportunity Probation with Enforcement Program to be administered by the Judiciary.
Requires the public utilities commission to issue a decision within six months from the date that a public utility or water carrier has filed a financial application request for commission authorization to issue stocks and stock certificates, bonds, notes, and other evidences of indebtedness. Effective 6/30/3000. (HD1)
Increases the amount of partial public financing available for all offices. Adjusts the minimum amount of qualifying contributions certain candidates must receive to participate in the program. Increases the matching fund payments for excess qualifying contributions. Effective 6/30/3000. (HD2)
