Increases the balance that may be retained in the Public Utilities Commission Special Fund at the end of each fiscal year from $1,000,000 to $3,000,000.

Requires the public utilities commission to complete its review and issue a decision within nine months from the date that a public utility, other than an investor-owned electric utility company, files its completed application seeking approval for a merger, consolidation, acquisition, or other change of control and within twelve months from the date of the application for an investor-owned electric utility company. Requires the Office of Elections to prepare a digital voter information guide. Requires the Office of Elections to post the guide on its website in compliance with certain accessibility standards. Requires the Office of Elections to mail each ballot with a notice that states a voter information guide may be found on its website. Appropriates funds.
