Increases the amount of the fine for campaign spending law violations that may be assessed against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000, in an election period. Allows the campaign spending commission to order that the payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

Requires each house of the legislature to post a report of the legislative allowance expenditures for each member of the respective house on the legislature's website.
Increases the marriage license fee from $60 to $100. Increases the compensation for a marriage license agent from $9 to $15 per license. Authorizes deposits of marriage license fees into the Vital Statistics Improvement Special Fund. Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. Removes from the standard condominium proxy form the option of giving a proxy vote to the board of directors of a condominium association as a whole. Removes the authority of a board to use association funds to solicit proxies as part of the distribution of proxies.
