Establishes the Climate Impact Special Fund. Allocates five cents from the Environmental Response, Energy, and Food Security Tax to the Climate Impact Special Fund. Appropriates funds to the Hawaiʻi Climate Change Mitigation and Adaptation Commission to address impacts of climate change and to mitigate further impacts on the State through carbon sequestration and resiliency planning. Allocates funds to the Sea Level Rise Voluntary Relocation Fund. Effective 6/30/3000. (HD1)

Repeals the cap on the amount of campaign funds candidates may donate to any community service, educational, youth, recreational, charitable, scientific, literary organization, public school, or public library.
Requires the Office of Planning and Sustainable Development, in cooperation with each state agency having operational responsibilities over state facilities, to develop a standardized process to conduct vulnerability assessments for facilities at risk from sea level rise and guidance to agencies on how to conduct the vulnerability assessments for their facilities. Repeals several exemptions from the prohibition on operating a pickup truck with a passenger seated in the bed or load—carrying area, including the exemption that allows passengers over twelve years of age to ride in the bed or load—carrying area.
Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a practice privilege to the regulatory and enforcement jurisdiction of the board of public accountancy. Sunsets 6/30/2025. (HD1)
Establishes the offense of fraud as a class B felony. Establishes the offense of making a false, fictitious, or fraudulent claim against the State or a county as a class C felony. Establishes the offense of the use of false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branches of the State as a class C felony.
Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions. (HD1)
Increases the amount of partial public financing available for all offices. Increases the maximum amount of public funds available for all offices by fifty per cent. Increases the maximum amount of public funds available for a candidate for OHA from $1,500 to ten per cent of the expenditure limit established by statute for each election. Increases the amounts of qualifying contributions for OHA from more than $1,500 in the aggregate to more than $5,000 in the aggregate. Provides a downward adjustment of the minimum amounts of qualifying contributions for the office of prosecuting attorney for the city and county of Honolulu, and counties of Hawaiʻi and Kauai, and for the office of county council for the county of Maui. Establishes two full-time equivalent (2.0 FTE) positions in the campaign spending commission. Appropriates funds.
Establishes the operation of an illegal gambling business as a class C felony.
Requires the Legislative Reference Bureau to conduct a study to determine an appropriate increase to the homestead exemption in bankruptcy proceedings.
