Authorizes minors who are fourteen years of age or older to consent to medical care and services for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections. Amends chapter 132D, HRS, to strengthen county and state agencies' ability to address the illegal use of fireworks in Hawaiʻi.
Adds the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee as a nonvoting member to the Hawaiʻi Community Development Authority.
Amends section 663-10.5, HRS, to abolish joint and several liability for government entities in claims and cases relating to the maintenance and design of highways under chapter 663, HRS, so that government entities are only liable in certain cases for the percentage share of the damages they actually caused.
Authorizes the Hawaiʻi Public Housing Authority to partner with the property owner of 1021 Smith Street in Honolulu, Oahu, to create 60 units of affordable rental housing at that site. Requires units to be affordable to households having an income that does not exceed an unspecified percentage of the area median income, as determined by the United States Department of Housing and Urban Development, for at least 60 years. Exempts contracts from low-bid requirements. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Requires the Department of Health to establish or contract with behavioral health crisis centers in each county to provide care, diagnosis, or treatment for persons experiencing a mental illness or substance use disorder crisis. Appropriates funds.
Repeals paragraph (3) of section 802-1(a), Hawaiʻi Revised Statutes, which entitles the subject of a petition for assisted community treatment to legal representation by a public defender.
