Establishes a cesspool conversion on-bill financing program to be administered by the Hawaiʻi green infrastructure authority to provide low-interest loans to eligible homeowners for the upgrade, conversion, or connection of cesspools.
Establishes the position of Housing Policy and Program Coordinator in the Hawaiʻi Public Housing Authority. Clarifies that the employment of certain positions and the adjustment of salaries are authorized by the Executive Director and not the Board of Directors of the Hawaiʻi Public Housing Authority. Authorizes the Director of Health to issue public health standing orders for patients to self-refer to certain healthcare screening services.
Authorizes the Department of Hawaiian Home Lands to access vital records for purposes of verifying Native Hawaiian ancestry for beneficiary programs. Requires the Department of Health and the Department of Hawaiian Home Lands to enter into a Memorandum of Agreement to assure appropriate access and handling of confidential records and sealed records that have been unsealed pursuant to court order.
