Provides deadlines for taxpayers under audit to comply with demands to produce documents and evidence. Authorizes the tax appeal court to preclude documents or information not produced pursuant to a demand from being introduced in evidence in a tax appeal or action under section 40-35 unless the failure was due to reasonable cause.

Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Repeals the prohibition of qualified persons or firms from receiving direct or indirect financing for construction projects from any governmental contracting agency as a condition of prevailing wage terms. Extends the Hawaiʻi Housing Finance and Development Corporation approval and certification period in which construction or rehabilitation of certain projects can qualify for general excise tax exemptions. Repeals the limitation of the costs to contracting, including the annual cap on allowable general excise tax and use tax costs applicable to contracting. Effective 7/1/3000. (HD1)

Amends section 76-16(b), Hawaiʻi Revised Statues, to exempt the Deputy Executive Director, Chief Compliance Officer, and branch managers of the Employees' Retirement System of the State of Hawaiʻi from civil service.
Authorizes the director of health to appoint psychologists to fill staff positions for the state mental health program.
Amends section 103D-307, HRS, to add equipment failures, repairs of public property to protect against further loss of, or damage to, public property, to prevent or minimize serious disruption in continued functioning of government services. Replaces Chief Procurement Officer approval with an accounting report to the legislature within sixty days after the end of the fiscal year in which the procurement was made.
Establishes a 5-year behavioral health exempt employee pilot program, to be administered by the Department of Health, under which the Department may fill employee vacancies in the Department's Behavioral Health Services Administration in a manner that is exempt from chapter 76, Hawaiʻi Revised Statutes. Declares that the general fund expenditure ceiling will be exceeded for the 2024-2025 fiscal year.
Amends the state and county contributions to the Hawaiʻi Employer-Union Health Benefits Trust Fund for employees hired after 6/30/2024.
