RELATING TO CLIMATE CHANGE MITIGATION.

Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle. Establishes a climate change mitigation special fund. Specifies that the impact fees collected shall be deposited to the credit of the general fund; provided that, beginning 7/1/2024, the impact fees shall be deposited to the credit of the climate change mitigation special fund. Effective 7/1/2100. (HD1)

RELATING TO SEXUAL ASSAULT OF A MINOR.

Establishes the class B felony offense of continuous sexual assault of a minor under the age of sixteen years in the second degree. Amends the offense of continuous sexual assault of a minor under the age of fourteen years to apply to minors under the age of sixteen years and to specify that the offense is in the first degree. Effective upon ratification of constitutional amendment. Effective 7/1/2060. (HD1)

RELATING TO AFFORDABLE HOUSING.

Requires each state agency to submit annual reports to HHFDC and DHHL on any vacant state land suitable for the construction of affordable housing within its jurisdiction. Requires HHFDC and DHHL to compile the agency reports and each submit annual reports of their findings, recommendations, and any proposed legislation to the legislature. Effective 7/1/2050. (HD1)

RELATING TO OPTIONS FOR STUDENTS IN DEPARTMENT OF EDUCATION SCHOOLS.

Broadens the scope of profit-making operations students may engage in at schools to include commercial enterprises; provided that engagement in commercial enterprises shall be related to the primary educational purposes of the school, career pathway, academy, or program. Allows students to receive school credit, compensation, or both, when they engage in profit-making operations. Effective 7/1/2050. (HD1)

RELATING TO FEDERAL INDIRECT OVERHEAD REIMBURSEMENTS.

Broadens the purposes for which indirect costs incurred by the department of education, state public charter school commission, or a charter authorizer from federal grants may be reimbursed. Effective 7/1/2050. (HD1)

RELATING TO THE CHILDREN'S JUSTICE PROGRAM.

Updates the purpose of the children's justice program to include investigation and management of cases involving suspected or confirmed child sex trafficking, commercial sexual exploitation of children, other child maltreatment, and child witnesses to crime or violence. Makes conforming amendments.
