REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO COLLABORATE WITH RELEVANT AGENCIES TO DEVELOP INITIATIVES AND OUTREACH PROGRAMS TO INFORM KUPUNA ABOUT EMERGENCY PREPAREDNESS.

Maddy summaryHCR 37 is a concurrent resolution requesting the Hawaii Emergency Management Agency to partner with county emergency management offices (including Honolulu, Hawaii, Maui, and Kauai) to create outreach programs. It specifically aims to inform kupuna (elderly Hawaiians, who make up 19% of the state population and face higher risks during disasters due to health or communication barriers) about emergency preparedness. The resolution does not create new laws but asks agencies to develop educational initiatives to improve safety for this vulnerable group during natural disasters like hurricanes or tsunamis.

REQUESTING THE OFFICE OF THE STATE FIRE MARSHAL TO CONVENE A VEGETATION MANAGEMENT WORKING GROUP TO STUDY, EVALUATE, AND MAKE RECOMMENDATIONS FOR REGULATIONS THAT DEFINE PROPERTY OWNER OBLIGATIONS FOR VEGETATION MANAGEMENT ON PUBLIC AND PRIVATE PROPERTY TO MITIGATE WILDFIRE RISK, AND MAKE RECOMMENDATIONS THAT DEFINE A LINE CLEARANCE TREE TRIMMER AND ESTABLISH MINIMUM SAFETY STANDARDS, TRAINING, AND QUALIFICATIONS FOR INDIVIDUALS PERFORMING LINE CLEARANCE TREE TRIMMING AT OR NEAR ELECTRIC UTILITY FACILITIES.

Maddy summaryHCR 69 is a resolution requesting Hawaii's State Fire Marshal to convene a working group focused on wildfire risk reduction. The group will study regulations defining property owner obligations for vegetation management on public and private land and establish minimum safety standards, training, and qualifications for tree trimmers near electric utility lines. This follows the 2023 Maui wildfires, which highlighted risks from vegetation near power lines and high fatality rates in tree trimming work. The working group will make recommendations to inform future regulations, but the resolution itself does not create new laws.
