REQUESTING THE OFFICE OF THE STATE FIRE MARSHAL TO CONVENE A VEGETATION MANAGEMENT WORKING GROUP TO STUDY, EVALUATE, AND MAKE RECOMMENDATIONS FOR REGULATIONS THAT DEFINE PROPERTY OWNER OBLIGATIONS FOR VEGETATION MANAGEMENT ON PUBLIC AND PRIVATE PROPERTY TO MITIGATE WILDFIRE RISK, AND MAKE RECOMMENDATIONS THAT DEFINE A LINE CLEARANCE TREE TRIMMER AND ESTABLISH MINIMUM SAFETY STANDARDS, TRAINING, AND QUALIFICATIONS FOR INDIVIDUALS PERFORMING LINE CLEARANCE TREE TRIMMING AT OR NEAR ELECTRIC UTILITY FACILITIES.

Added the Chairperson of the Board of Land and Natural Resources as a required member of the Working Group.

Added the Superintendent of Education as a required member of the Working Group.

Added the Hawaii Invasive Species Council as a required member of the Working Group.

Added a representative from the House of Representatives and a representative from the Senate as required members.

Removed the requirement for the Director of Transportation's designee to serve as a member.

Added a requirement for the Working Group to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026.

Added a new WHEREAS clause stating that communication equipment does not independently create wildfire risks, limiting its role in vegetation management.

Added a new WHEREAS clause noting that other states like Oregon and Washington regulate vegetation management for electric utilities due to unique wildfire hazards.

Added new invited members including a cooperative electric utility representative, investor-owned electric utility representative, communications service provider representative, and a landowner owning more than 1,000 acres.

Added a requirement for the Working Group to dissolve on June 30, 2026.
