Amends the definition of "employer" in state law that governs payment of wages and other compensation to include the State and counties when a provision in that law has no comparable provision in state law that governs public officers and employees.
Requires that moped operators carry an insurance policy by incorporating mopeds into the insurance laws governing motorcycles and motor scooters, including with respect to provisions concerning required licensure, the relationship with tort law, proof of insurance card, penalties, rate regulation, and minimum coverage levels. Establishes additional regulations for the registration and use of electric bicycles. Amends the definition of electric bicycles subject to various state laws and classifies electric bicycles by top assisted speed. Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits anyone under fifteen from operating a class 3 electric bicycle. Increasing the age for those required to wear a helmet when operating a bicycle. Effective 7/1/3000. (HD1)
Appropriates funds for the Executive Office on Early Learning to contract with third-party providers of family-child interaction learning programs. Effective 7/1/3000. (HD1)
Establishes a procedure for immediately removing an unlawful occupant of a dwelling or premises with assistance from law enforcement. Provides that an unlawful occupant of a dwelling or premises is civilly liable for unpaid utility bills. Provides that a person who trespasses in or upon a dwelling or premises and intentionally or knowingly damages property in an amount exceeding $999 commits a felony of criminal property damage in the second degree. Requires the Department of the Attorney General to develop, publish, and make available a complaint form to remove unlawful occupants of residential dwellings. Effective 7/1/3000. (HD1)
Allows the carrying or possessing of firearm parts only at or between certain locations and in an enclosed container. Defines firearm parts and prohibited persons. Establishes and increases penalties for the carrying or possessing of certain firearms or firearm parts other than at or between specific locations and in an enclosed container.
Reenacts the agricultural development and food security special fund. Establishes and appropriates moneys into the carbon emissions tax and dividend special fund. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Amends the environmental response, energy, and food security tax by taxing fossil fuels based on their emissions. Requires reports to the Legislature. Effective 7/1/3000. (HD1)
Establishes a payment rate not to exceed cost plus forty per cent for nonprescription drugs, over-the-counter drugs, or nonlegend drugs for workers' compensation purposes, subject to certain conditions. Effective 7/1/3000. (HD1)
