RELATING TO RETIRANTS.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficult—to-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators. RELATING TO EDUCATION.

RELATING TO COLLECTIVE BARGAINING.

Repeals the prohibition placed on certain employees exempt from civil service law from grieving a suspension or discharge. Allows any employee who is a member of an appropriate bargaining unit and their excluded counterparts to grieve a suspension or discharge. Effective 7/1/3000. (HD1)

RELATING TO HAWAII RETIREMENT SAVINGS ACT.

RELATING TO REIMBURSEMENT OF PUBLIC OFFICERS AND EMPLOYEES.

Requires the State or a county to reimburse an officer or employee within thirty calendar days after submitting an approved Statement of Completed Travel for work-related travel costs that the officer or employee loaned to the State or county. Requires the State or a county to pay a percentage of interest on the total amount owed to an officer or employee until the loan is fully reimbursed. Effective 7/1/3000. (HD1)

RELATING TO MOPEDS.

Increases the minimum age for moped operators from fifteen to sixteen years. Increases the minimum age requirement for individuals prohibited from operating a moped unless they wear a safety helmet from eighteen to twenty-one years. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII CHILD NUTRITION PROGRAMS.

Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment.
