RELATING TO PESTICIDES.

Requires the department of agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Effective 1/1/2024, establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Encourages the EUTF to consider investment opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use investment capital to acquire the infrastructure and services needed to become energy sustainable. RELATING TO TOURISM.

Requires the School of Travel Industry Management of the University of Hawaiʻi to conduct a study that assesses the tourism social carrying capacity for each of the islands of Oahu, Maui, Hawaiʻi, Kauai, Lanai, and Molokai. Requires the School of Travel Industry Management to consult with the Department of Health and Department of Land and Natural Resources and allows the school to consult with other entities. RELATING TO CLIMATE MITIGATION.

Requires each regulated electric and gas utility to use the estimated social cost of greenhouse gas emissions established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases in that utility's respective integrated resource planning process. Requires the State to consider the estimated social cost of greenhouse gas emissions in planning new infrastructure and capital improvement projects and when designing and constructing new buildings. RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. Effective 6/30/3000. (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance. RELATING TO INITIATION OF PROSECUTION.

Specifies that a subsequent attempt to prosecute a felony using an alternative charging method, after the first attempt has failed, shall not be permitted unless certain conditions are met.

RELATING TO EMERGENCY PREPAREDNESS.

Requires the DOE to develop and maintain a communication strategy and outreach plan for emergency management and disaster preparedness. Requires the DOE to provide updated information to parents and guardians about its communication strategy and outreach plan no later than thirty days after the beginning of each school year.

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering.
