Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches shall be protected and shall not be infringed. Effective 6/30/3000. (HD1)
Prohibits commercial operators of surfing tourism, instruction, and lesson companies from providing, or allowing the wearing of, footwear during lessons taking place on or above certain submerged reefs.
Prohibits the harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.
Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026, and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of sixteen years in the house of representatives or senate, or both, for terms beginning after the general election of 2024.
Requires the board of education to adopt and the department of education to administer a kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools. Delays the administration of the kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools to the 2026-2027 school year.
Appropriates funds to support the Hawaiʻi ant lab in mitigating the effects of little fire ants in the State. Effective 6/30/3000. (HD2)
Authorizes prescriptions made by chiropractors for physical therapy and therapeutic massage treatment to qualify as a motor vehicle insurance personal injury protection benefit. Replaces the existing cap on the number of chiropractic treatment visits that qualify for motor vehicle insurance coverage with a number of visits that are deemed medically necessary. Amends the reimbursement amount for chiropractic treatment from $75 per visit to an amount tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical fee schedule. Repeals the thirty-visit cap on combined naturopathic, chiropractic, and acupuncture treatments. Effective 6/30/3000. (HD1)
Adds a minimum penalty of $50 per violation of the State Water Code and makes each day that a violation exists or continues a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation.
