RELATING TO PROTECTING AGENCY POSITIONS FROM ELIMINATION REQUIREMENT.

Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaiʻi Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

RELATING TO THE CONVEYANCE TAX.

Increases the rate of conveyance tax for condominiums and single family residences ineligible for a county homeowner's exemption with a value of at least $2,000,000. Exempts from the conveyance tax documents and instruments conveying real property subject to a government assistance program approved and certified by the Hawaiʻi housing finance and development corporation and used for the provision of affordable housing for qualified persons in the State. Removes maximum dollar amount of conveyance tax revenues that are to be paid into the rental housing revolving fund each fiscal year. Effective 1/1/2024.

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. RELATING TO AFFORDABLE HOUSING.

Requires that Hawaiʻi housing finance and development corporation housing projects include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.

RELATING TO ROOFTOP SOLAR INSTALLATION.

Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaiʻi state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM.

Requires the Department of Land and Natural Resources to pursue and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies, Inc. Appropriates funds. Effective 6/30/3000. (HD1)
