RELATING TO PAID SICK LEAVE.

Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.

RELATING TO HEALTH DATA SHARING.

Establishes the Hawaiʻi health data exchange framework. Establishes a working group to assist the department of health on legislation developing and implementing the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2032. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds. RELATING TO ADMINISTRATIVE RULEMAKING.

Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings. Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format. Effective 6/30/3000. RELATING TO A DEVELOPMENT ZONE.

RELATING TO CANNABIS FOR MEDICAL USE.

Defines "cannabis cutting" and "cannabis propagule". Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings. Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings. Effective 6/30/3000. (HD1)
