RELATING TO TAXATION.

Establishes an employer-provided or employer-sponsored child care income tax credit for employers that pay for certain available child care services to their employees. Establishes an employer child care property income tax credit for the cost of child care property purchased or acquired by an employer and put into service for employer-provided child care. RELATING TO TARO.

Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)

RELATING TO EDUCATION.

Provides a process for school placement for a child whose parent has transferred or is pending transfer from another state to a military installation in Hawaiʻi while on active military duty pursuant to an official military order. Effective 6/30/3000. (HD1)

RELATING TO POLICE REPORTS.

Allows surviving immediate family members of deceased persons for whom law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time. Sunsets 6/30/2025. (HD1)

RELATING TO HEMP.

Repeals redundant regulations on hemp production to reduce costs for the State and Hawaii farmers. Amends the hemp law in a manner that recognizes the unique constraints of Hawaii farmers, while protecting human health. Allows licensed hemp producers to sell hemp biomass. Requires transparency in labeling of hemp products to identify the percentage of Hawaiigrown hemp or hemp from outside the State in all hemp products. Establishes the Hawaii Hemp Task Force. Requires and appropriates funds for the Department of Agriculture to hire a hemp consultant to recommend infrastructure improvements on each island. Requires and appropriates moneys for the Department of Health to hire or consult a toxicologist or consultant familiar with hemp industry standards for the purpose of setting defined action limits or exposure levels for different types of hemp products. Extends the State's hemp processor law through 7/1/2027. Repeals on 7/1/2027. (CD1)

RELATING TO ORNAMENTAL GINGER.

Appropriates funds to the University of Hawaii for statewide research into ornamental ginger pathogens, prevention of the spread of ornamental ginger pathogens, production and distribution of pathogen-free ornamental ginger plants, and outreach to ornamental ginger producers. (CD1)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that supplements existing statewide services by providing training and other services to neighbor island residents who are blind or visually impaired. Requires the department of human services to establish a working group to develop a pilot program implementation plan and submit the plan to the legislature before the regular session of 2024. Requires a report to the legislature on the pilot program before the regular session of 2029. Appropriates funds. Sunsets 6/30/2029. (CD2)
