Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.
Requires all health insurers in the state, including medicaid managed care programs, to cover annual mental health wellness examinations.
Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Establishes the Broadband and Digital Equity Special Fund.

Appropriates moneys to each county to mitigate flood risks on privately owned roads. Provides that the appropriation or expenditure of moneys shall not be construed to establish a duty of care or grounds for liability for the State or counties.
