RELATING TO CORRECTIONAL FACILITIES AUTHORITY.

Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)

RELATING TO CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the Legislative Reference Bureau for two full-time equivalent positions to assist in effectuating this requirement. Appropriates funds to the Department of Education for the expansion of civic education in the public schools. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the Director of Finance discretion to use moneys in the Hawaiʻi ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the Director of Finance to expend moneys in the Hawaiʻi ABLE Savings Program Trust Fund to provide incentive payments to Hawaiʻi public school ABLE account owners. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation to the Department of Budget and Finance to fund the incentive payments. Makes an appropriation to the Department of Health for one full-time equivalent (1.0 FTE) permanent position within the State Council on Developmental Disabilities to provide statewide outreach, advocacy, and relationship management for the Hawaiʻi ABLE savings program.

RELATING TO RENEWABLE ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable energy generated to be used to produce hydrogen, subject to certain conditions determined by the public utilities commission. Effective 7/1/3000. (HD1)

RELATING TO CONSUMER PROTECTION.

Caps the primary and secondary ticket seller service charges that may be added on to event ticket prices. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits speculative tickets and the usage of bots.
