Global Climate Change Diplomacy Act This bill requires the Department of State to take specified actions to address global climate change. Specifically, the State Department must establish and staff Climate Change Officer positions, the holders of which shall be assigned to U.S. embassies, consulates, or diplomatic missions. Each officer shall provide climate change mitigation expertise, engage with international entities concerned with addressing climate change, and facilitate U.S. engagement in bilateral and multilateral cooperation on climate change. Each chief of mission in a foreign country must take certain climate change-related actions, including (1) developing a strategy to improve and increase studying, mitigating, and adapting to climate change; and (2) certifying that considerations related to climate change are incorporated in activities, management, and operations of the U.S. embassy or other diplomatic post under the director of the chief of mission. The State Department must also establish a curriculum at its Foreign Service Institute to provide employees with specialized climate change training, and it must ensure that embassy personnel responsible for contracts, grants, or acquisitions are trained on evaluating such agreements for considerations related to sustainability and climate change.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Honoring All Veterans Act This bill adds the following as a mission statement for the Department of Veterans Affairs: "To fulfill President Lincoln's promise to care for those 'who shall have borne the battle' and for their families, caregivers, and survivors."

Ban Conflicted Trading Act This bill prohibits a Member of Congress or certain congressional officers or employees from (1) purchasing or selling specified investments, (2) entering into a transaction that creates a net short position in a security, or (3) serving as an officer or member of any board of any for-profit entity.

This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, that the nation owes a debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) urges the establishment of a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.

This joint resolution proposes a constitutional amendment declaring that women shall have equal rights in the United States and every place subject to its jurisdiction.  The amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.

This resolution condemns and denounces all forms of anti-Asian sentiment, including those related to COVID-19 (i.e., coronavirus disease 2019), and calls on federal law enforcement officials, working with state and local agencies, to take specified steps. The resolution calls on federal officials to expeditiously investigate and document all credible reports of hate crimes, harassment, bullying, and threats against the Asian American and Pacific Islander communities; the Attorney General to work with state and local agencies and Asian American and Pacific Islander community-based organizations to prevent discrimination and to expand culturally competent and linguistically appropriate education campaigns on public reporting of hate crimes; and the Department of Health and Human Services to issue guidance describing best practices to mitigate racially discriminatory language in describing the pandemic. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.

This resolution condemns all manifestations of expressions of racism and anti-Asian and Pacific Islander or ethnic intolerance. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes and threats against Asian Americans and Pacific Islanders in the United States; work to improve the reporting of such hate crimes; and hold the perpetrators of those crimes, incidents, or threats accountable and bring the perpetrators to justice.

First-Time Homebuyer Act of 2021 This bill modifies the first-time homebuyer tax credit. Specifically, it increases the allowable dollar amount of the credit from $8,000 to $15,000, revises the income formula for determining the maximum allowable credit amount, replaces the limitation on the credit based on purchase price (currently, $800,000) with a limitation based on area median purchase price, and revises rules relating to recapture of the credit and to members of the Armed Forces.

Universal Child Care and Early Learning Act This bill provides funds to the Department of Health and Human Services (HHS) for an affordable child care and early learning program. Children who are at least six weeks of age but not yet required to attend school may participate in the program regardless of family income, disability status, citizenship status, or employment of a family member. Under the program, HHS must support sponsors (e.g., states, local governments, tribal organizations, and nonprofit community organizations) that provide child care and early learning services for families. Families must pay a subsidized fee, based on their income, for the services. The fees are waived for children from families with incomes below 200% of the poverty line. The fees are capped at 7% of a family's income regardless of the family's income level.
