Enhance Access To SNAP Act of 2021 or the EATS Act of 20 21 This bill expands eligibility for the Supplemental Nutrition Assistance Program to students attending institutions of higher education.
Improving Access to Nutrition Act of 20 21 This bill repeals certain work requirements for the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. Individuals who do not meet certain work requirements are generally prohibited from receiving more than 3 months of SNAP benefits over a 36-month period. Under current law, some of the work requirements under SNAP are temporarily suspended due to COVID-19 (i.e., coronavirus disease 2019).
Mental Health Services for Students Act of 2021 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.
Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill expands health insurance coverage availability for pregnant individuals. It requires health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant individuals. The special enrollment period offered by an insurer or exchange must begin when the pregnancy is reported to the insurer or exchange. The special enrollment period offered by a group health plan must begin when the pregnancy is reported to the plan or is confirmed by a health care provider. The bill also makes pregnancy a qualifying life event for the purpose of enrolling in a federal employee health benefit plan. Additionally, a group health plan or health insurer that covers dependents must provide coverage for maternity care to all covered individuals. Any individual who is eligible for Medicaid and is, or becomes, pregnant maintains such eligibility for one year after the end of the pregnancy. The bill revises the range in which a state must establish a maximum level of family income for pregnant women and infants to be eligible for Medicaid. The upper limit of the range is eliminated and the lower limit is set to the level in place on January 1, 2014.
COVID-19 Memorial Quilt Act of 2021 This bill directs the Smithsonian Institution and the American Folklife Center at the Library of Congress to jointly carry out a project to be known as the "COVID-19 Pandemic Memorial Quilt Project" to honor and remember Americans who have lost their lives to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes the Congressional Advisory Panel on Honoring Victims of the COVID-19 Pandemic. The panel shall develop and submit a plan to carry out the memorial quilt project.
Border Water Quality Restoration and Protection Act of 2021 This bill establishes programs that address water pollution along the U.S.-Mexico border. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish the Tijuana River Public Health and Water Quality Restoration Program. Under the program, the EPA must plan, implement, coordinate, and provide grants for public health and water quality restoration and protection activities in the Mexican Tijuana River watershed and the American Tijuana River watershed in California. In addition, the EPA must establish the California New River Public Health and Water Quality Restoration Program to plan, implement, coordinate, and provide grants for water quality restoration and protection activities in the New River watershed. Finally, the bill provides statutory authority for the U.S.-Mexico Border Water Infrastructure Program to provide assistance for activities related to the construction of infrastructure for drinking water treatment or distribution, wastewater management, or stormwater management.
Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation investment program to provide competitive grants to state, local, and regional government entities, and Indian tribes to construct projects that connect walking and bicycling infrastructure within and between communities, metropolitan regions, or states. The bill sets forth various limitations on the use of funds by DOT, including that it must obligate at least 30% of funds to projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible entities; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost. However, DOT may increase the federal share to 100% for disadvantaged communities with a poverty rate of over 40%.
This resolution expresses support for the designation of the National Day of Awareness for Missing and Murdered Indigenous Women and Girls.
Transit to Trails Act of 2021 This bill directs the Department of Transportation (DOT) to establish the Transit to Trails Grant Program to award grants to certain governmental and private entities for projects that increase transportation access and mobility to public lands, inland and coastal waters, parkland, or monuments for critically underserved communities. For example, DOT must (1) prioritize approving certain projects, such as projects that use low-or zero-emission vehicles and those that provide free or discounted rates for low-income riders; (2) develop transportation planning procedures for projects conducted under the program that are consistent with metropolitan and statewide planning processes; and (3) ensure that all new transportation connectors and routes developed under the program are accessible to people with disabilities. The bill requires grant awards to be at least $25,000 and not more than $500,000. Further, the bill requires publicized schedules and routes for transportation systems that are developed after the receipt of a grant under the program.
Virtual Peer Support Act of 2021 This bill appropriates funding for grants to transition behavioral health peer support services that are provided at no cost to participants from in-person to virtual platforms or to otherwise expand these kinds of virtual services. Specifically, the Substance Abuse and Mental Health Services Administration must award competitive grants to certain consumer-controlled or consumer-run organizations and tribal communities. Among other eligibility requirements for these grants, entities must have offered certain behavioral health services at no cost to participants before the declaration of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.
