Dependent Children; Requiring the Department of Children and Families and each community-based care lead agency to coordinate with certain organizations and meet at least quarterly for a specified purpose; requiring the department and each community-based care lead agency to make certain information available on their respective websites; requiring a caregiver to provide a weekly cash allowance to each child in his or her care beginning when the child attains a certain age; prohibiting a caregiver from withholding a child’s allowance as punishment, etc.

Resilient Buildings; Specifying that owners of resilient buildings are eligible to receive a specified tax credit; specifying that a resilient building may qualify for such tax credit only once; authorizing a building owner to carry forward the unused amount of a tax credit to a subsequent tax year; authorizing the transfer of all or part of the tax credits under certain conditions; prohibiting the Department of Business and Professional Regulation from authorizing tax credits that exceed a certain amount; creating the Florida Resilient Building Advisory Council adjunct to the Department of Business and Professional Regulation, etc.

Public Waters; Prohibiting local governments and special districts from applying for a permit to establish or maintain a public mooring field under certain circumstances; requiring, rather than authorizing, the Department of Health to adopt and enforce certain rules; requiring counties, municipalities, special districts, and, if applicable, the state to close certain beach waters and public bathing places, etc.

HIV Prevention Justice Act; Citing this act as the “HIV Prevention Justice Act”; reducing the degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) and who donate blood, plasma, organs, skin, or other human tissue for use in another person; revising prohibitions relating to the intentional transmission of certain diseases through sexual conduct; revising requirements for HIV testing in cases involving criminal transmission of HIV, etc.

Community Association Management; Requiring certain community associations to contract with a community association management firm or a community association manager certified by the Community Association Managers International Certification Board as a Certified Manager of Community Associations or by the Community Associations Institute as an Association Management Specialist or a Professional Community Association Manager; requiring the community association management firm or certified community association manager to possess all applicable licenses, etc.

Designation of the State Birds; Designating the American flamingo as the official state bird and the Florida scrub-jay as the official state songbird; providing that such designations supersede the designation of the mockingbird as the official state bird, etc.

Relief of C.C. by the Department of Children and Families; Providing for the relief of C.C. by the Department of Children and Families; providing an appropriation to compensate C.C. for injuries and damages sustained as a result of the negligence of the department; providing a limitation on compensation and the payment of attorney fees and certain costs, etc. CLAIM WITH APPROPRIATION: $20,000,000

Senior Management Service Class; Authorizing the Chief Justice of the Supreme Court to select a specified number of managerial or policymaking positions within the judicial branch for inclusion in the Senior Management Service Class of the Florida Retirement System; requiring the Executive Director and the General Counsel of the Florida Judicial Qualifications Commission to participate in the Senior Management Service Class, etc.

Autonomous Practice by a Certified Registered Nurse Anesthetist; Revising requirements for clinical privileges for certain certified registered nurse anesthetists; authorizing certain certified registered nurse anesthetists to perform specified acts under certain circumstances; authorizing certain autonomous advanced practice registered nurses to perform specified acts as part of their autonomous practice, etc.

Relief of Patricia Ermini by the Lee County Sheriff’s Office; Providing for the relief of Patricia Ermini by the Lee County Sheriff’s Office; providing for an appropriation to compensate her for injuries sustained as a result of the negligence of the Lee County Sheriff’s Office; providing a limitation on the payment of compensation and attorney fees, etc. CLAIM: $626,770
