Child Welfare; Deleting a provision exempting a judge subject to discipline under the State Constitution from criminal prosecution under certain circumstances; authorizing interested parties to file motions requesting emergency hearings to resolve certain custody or visitation disputes; requiring a court to give all parties to an emergency hearing certain notice; revising the definition of the term “domestic violence”; prohibiting the infringement of the right of each parent or legal guardian to lawful custody or visitation without due process and a certain court order, etc.

Discounted Drug Pricing Study; Requiring the Agency for Health Care Administration to conduct or contract for a specified study; requiring the agency to provide the results to the Governor and the Legislature by a specified date, etc.

911 Public Safety Telecommunicator Employment-related Mental or Nervous Injuries; Defining the term “911 public safety telecommunicator”; providing that specified provisions relating to certain medical benefits for mental or nervous injuries for first responders also apply to 911 public safety telecommunicators, etc.

Public Records/Owners and Operators of Family Foster Homes; Providing an exemption from public records requirements for the personal identifying and location information of current and former owners and operators of family foster homes and the names and personal identifying and location information of the spouses and children of such owners and operators; providing for future legislative review and repeal of the exemption; providing for retroactive application of the exemption; providing a statement of public necessity, etc.

Smoking in Public Places; Defining the term “public place”; revising the definition of the terms “smoking” and “vape” or “vaping”; prohibiting smoking or vaping a marijuana product in public places in this state, with exceptions, etc.

Motor Vehicle Registration Renewal; Deleting provisions requiring a validation sticker to be issued with each license plate and requiring certain license plates to include validation stickers; requiring that registration renewals be recorded electronically; deleting a provision requiring the Department of Highway Safety and Motor Vehicles to provide certain entities with validation stickers; deleting provisions requiring that validation stickers meet certain specifications, etc.

Local Government Land Development Regulations and Orders; Requiring counties and municipalities, respectively, to follow certain application procedures for applications for certain development permits and development orders; creating the “Florida Starter Homes Act” for a specified purpose; prohibiting local governments from imposing regulations governing residential lots unless such regulations meet specified requirements; prohibiting local governments from imposing certain regulations if a residential lot is connected to a public water system and a sewerage system; requiring the permitting as of right of an off-site constructed residential dwelling in certain zoning districts, etc.

Coverage by Citizens Property Insurance Corporation; Revising eligibility for coverage of residential structures in certain counties by Citizens Property Insurance Corporation; requiring the corporation to implement certain rate increases annually in such counties for single policies issued by the corporation; providing additional policies issued by the corporation which do not require policyholders to purchase flood insurance as a condition for maintaining the policies, etc.

Community Health Worker Services; Authorizing the Agency for Health Care Administration to pay for specified community health worker services as an optional Medicaid service, subject to certain coverage requirements; defining the term “community health worker”; adding community health worker services to the list of Medicaid services authorized for reimbursement on a fee-for-service basis, etc.

Nursing Licensure; Revising information that the Board of Nursing must publish on its website with respect to approved nursing education programs; providing for provisional licensure of registered nurses and licensed practical nurses; establishing that provisional licensees may practice only under direct supervision of a registered nurse or licensed practical nurse, as applicable, etc.
