Community Health Worker Services; Authorizes AHCA to pay for community health worker services as optional Medicaid service; specifies coverage requirements; defines "community health worker"; requires agency to adopt rules; authorizes agency to seek federal approval; adds community health worker services to list of Medicaid services authorized for reimbursement on fee-for-service basis; adds community health worker services to list of minimum benefits required to be covered by Medicaid managed care plans.

Music Therapy; Creates Music Therapy Advisory Committee within DOH for specified purpose; authorizes committee to facilitate development of certain materials & act as facilitator of statewide dissemination of information between certain entities; requires committee to provide annual analysis of certain licensure data; requires department to seek advice of committee on issues relating to music therapy; requires department to issue license to practice as professional music therapist to applicants meeting specified criteria; specifies collaboration requirements for licensees engaging in practice of music therapy; beginning on specified date, prohibiting unlicensed individuals from using specified titles related to practice of music therapy; provides exceptions; authorizes unlicensed individuals meeting specified criteria to practice without license under supervision of licensed professional music therapist for specified timeframe; provides grounds for disciplinary action; authorizes department to conduct investigations of alleged misconduct.

Mobile Home Park Regulations; Authorizes counties & municipalities to adopt & enforce local laws, codes, or ordinances relating to mobile home park lot tenancies; authorizes code enforcement officer to cite certain violations to mobile home park owner or mobile home owner; revises obligations & responsibilities of mobile home park owner; revises obligations & responsibilities of mobile home owner; removes provision that mobile home owner is responsible for certain fines; authorizes unit of local government to adopt & enforce local laws, ordinances, or codes for specified purpose; authorizes unit of local government to adopt & enforce local laws, ordinances, or codes for specified purpose; authorizes unit of local government to bring civil proceeding against mobile home park owner or mobile home lot.

Protective Injunctions and Protection Orders; Requires respondent to surrender to local law enforcement agency all firearms, ammunition, & licenses to carry concealed weapon or firearm after issuance of final judgment on injunction for protection against domestic violence; provides for surrender & storage of firearms, ammunition, & licenses to carry concealed weapon or firearm after issuance of protective injunction; requires law enforcement agencies to develop certain policies & procedures; provides for return of firearms, ammunition, & licenses to carry concealed weapon or firearm when protective injunction is vacated, terminated, or otherwise rendered no longer affective; authorizes respondent to elect to transfer all firearms & ammunition surrendered or seized by law enforcement agency to another person; revises criminal penalty for second or subsequent violation of injunction for protection against domestic violence or foreign protection order.

Affordable Housing; Revises upwards length of time that certain rental units must remain affordable in order to qualify for specified zoning variance; requires certain incentives be used for construction of affordable housing; revises downward maximum median income used to determine eligibility for certain tax incentives; specifies that certain taxes do not apply to first-time homebuyers.

Task Force on Artificial Intelligence in Public Postsecondary Education; Creates Task Force on Artificial Intelligence in Public Postsecondary Education.

Government Waste and Misconduct; Requires specified parties prepare a report investigating & evaluating specified subjects & identifying certain funds; requires AG to take certain actions to recover specified funds; requires such recovered funds be used for certain purpose; requires specified funds be transferred & used for certain purpose; creates Working Floridians Tax Rebate Program within DOR for certain purpose; requiring the program be funded in a specified manner; granting state funds to certain people who have received federal Earned Income Tax Credit.

Health Care; Repeals provisions relating to sex-reassignment prescriptions & procedures & civil liability for provision of sex-reassignment prescriptions or procedures to minors, respectively; requires covered entity to adopt policy relating to providing notice of its refused services; requires DOH to publish & maintain on its website current list of covered entities & their refused services & develop & administer public education & awareness program; revises timeframe in which physician may perform termination of pregnancy; requires AHCA to provide Medicaid reimbursement for medically necessary treatment for or related to gender dysphoria or comparable or equivalent diagnoses; prohibits AHCA from discriminating in reimbursement on basis of recipient's gender identity or that recipient is transgender individual.

Roofing Requirements for Property Insurance; Prohibits insurer from refusing to issue or renew property insurance policy, rather than homeowner's policy, insuring residential structure that has a roof less than specified age solely because the roof's age; requires insurer to differentiate between low-slope & steep-slope roofs in its offer for coverage under certain circumstances; requires insurer to allow property owner to have roof inspection performed on steep-slope roof by authorized inspector before requiring that roof be replaced; prohibits insurer from refusing to issue or renew property insurance policy under certain circumstances.

Reorganization of Florida Government; Proposes State Constitutional Amendment to move the seat of state government; revise the size and procedures of the Legislature; create new procedures for redistricting, vacancies and appointments are; revise the amendment process, create new cabinet positions, reorganize duties of the cabinet, allow recall elections, allow counties to become charter counties; and create a number of elected boards to provide oversight of the Governor, taxation, public utilities, and state universities.
