Dietetics and Nutrition; Prohibits provision of certain dietetic & nutrition services; authorizes use of certain titles; revises exemptions for certain persons to practice or provide services or activities relating to dietetics or nutrition; revises membership & powers & duties of Dietetics & Nutrition Practice Council; revises requirements for licensure as dietician or nutritionist; revises temporary permit requirements for dieticians & nutritionists; removes authorizations for licensed dietitian, licensed nutritionist, or licensed nutrition counselor for use of certain words in connection licensee's name or place of business.

State Reapportionment ; Proposes amendment to State Constitution to revise reapportionment methods and revise upward the number of Senate and House districts.

Responsible Firearm Safety Awareness Month; Designates month of June as "Responsible Firearm Safety Awareness Month" for specified purpose; encourages FDLE, local governments, & other agencies & organizations to sponsor certain events.

Parity for Nonnursing Services Under Long-term Managed Care Plans; Beginning on specified date, requiring AHCA to reimburse nonnursing services provided by licensed providers at same rate or higher than rate it reimburses unlicensed providers for such services under Medicaid long-term managed care program; requires agency annually to adjust rate for licensed providers; requires agency, within specified timeframe, to seek any Medicaid waiver or state plan amendment necessary to implement rate changes.

Access to Medicaid Providers; Requires AHCA to include specified requirements in its contracts with Medicaid managed care plans; defines "outside of regular business hours."

Luggage for Children Placed in Out-of-home Care; Requires DCF to provide certain children with piece of luggage for certain purposes; provides department requirements; requires department to submit specified annual report to Legislature; provides sources of funding for distribution of pieces of luggage; requires department's direct-support organization to receive & use certain funding to administer law.

Consumer Fairness in Utility Rates; Requires certain municipalities to impose same utility rates, fees, & charges on consumers within its municipal boundaries & boundaries of recipient municipality; prohibits such municipalities from imposing surcharges on consumers within boundaries of recipient municipality unless certain conditions are met; prohibits certain use of such surcharges; requires such municipalities to hold certain public hearings; requires certain municipalities to file specified reports with PSC; requires PSC to review certain consumer disputes & make certain determinations.

Insurance Solutions Advisory Council; Creates advisory council within OIR to analyze & compile available data & evaluate relevant & applicable information relating to Florida's property & automobile insurance market; provides for membership of advisory council; provides for per diem & travel expenses; provides for meetings of council; requires office to provide advisory council with staffing & administrative assistance; requires advisory council to submit specified report annually; provides for future legislative review & expiration of advisory council.

Termination of Rental Agreement by Victim of Domestic Violence, Dating Violence, Sexual Violence, or Stalking; Prohibits landlord from evicting tenant or terminating rental agreement because tenant or tenant's minor child is victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; specifies that rental agreement may not contain certain provisions; authorizes victim of such actual or threatened violence or stalking to terminate rental agreement; requires certain documentation & written notice to landlord; provides for liability for rent for both tenant & perpetrator, if applicable; specifies that tenant does not forfeit certain money paid to landlord for terminating rental agreement; requires landlord to change locks of dwelling unit within specified time period; authorizes tenant to change locks of dwelling unit; prohibits certain actions by landlord; authorizes filing of civil action & award of damages, fees, & costs; prohibits waiver of certain provisions.

Restoration of Rights Voting Database; Requires Florida Commission on Offender Review to develop & maintain database containing certain information for certain purpose; requires certain governmental entities to provide certain information to commission; requires DMS, acting through Florida Digital Service, to provide certain technical assistance to commission; requires commission to make available to public database on Internet website by date certain; requires commission to update database monthly & publish certain information on website; requires commission to provide to Governor & Legislature comprehensive plan by date certain; provides requirements for comprehensive plan; provides that person who takes certain actions in reasonable reliance on database may not be charged with certain violations of criminal law.
