Property Insurer Financial Strength Ratings ; Requires certain annual insurance reports prepared by OIR for Legislature & Governor to include financial strength ratings of property insurers against which delinquency & similar proceedings were instituted; requires office to maintain & make available upon request information relating to financial strength ratings of property insurers.

Reporting Lost or Stolen Firearms; Requires individuals to report lost or stolen firearms to local law enforcement agency in jurisdiction in which loss or theft occurred within specified timeframe; requires such individuals to provide specified information to local law enforcement agency; requires local law enforcement agency to create incident report upon receiving report of lost or stolen firearm; requires individual who reported firearm lost or stolen to notify local law enforcement agency to which loss or theft was reported within specified timeframe if firearm is subsequently recovered.

School and Child Care Facility Emergency Alerts; Requires local law enforcement agency to activate emergency alert system & issue Ya Ya Alert to public & private schools & child care facilities; requires local law enforcement agencies to create & maintain list of such schools & facilities within their jurisdictions; provides requirements for maintenance of such list; provides immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; provides presumption of good faith; requires FDLE, in cooperation with specified departments, to activate emergency alert system & issue Imminent Threat Alert at request of local law enforcement agency; provides requirements for issuance of Imminent Threat Alerts; provides immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; provides presumption of good faith.

Perfluoroalkyl and Polyfluoroalkyl Substances; Provides for ratification of certain rules for cleanup target levels for PFAS compounds; authorizes DEP to update statewide cleanup target levels as necessary; requires such updates to be ratified by Legislature; requires department to adopt interim screening values until United States Environmental Protection Agency establishes final standards for additional PFAS compounds; provides eligibility requirements to apply for prospective purchaser protection; requires department to review applications for completeness within specified timeframe; provides that application is deemed approved; specifies timeframe in which liability protection is effective; provides liability protection for certain contaminations; authorizes department or other parties to pursue cost recovery; requires department to issue completion letters; specifies circumstances under which prospective purchaser forfeits liability protection; requires department & DOR to ensure eligibility to financial assistance for certain sites; prohibits fire service providers from using certain Class B firefighting foam after specified date except.

Coverage for the Treatment of Stuttering; Authorizes AHCA to pay for certain services & devices as treatment of stuttering for Medicaid recipients; authorizes speech therapy in person & via telehealth as treatment for stuttering; authorizes agency to include use of certain communication technologies, applications, & platforms for such telehealth treatment; requires certain individual health insurance policies, group health insurance policies, & health maintenance contracts to provide coverage for specified services & devices as treatment for stuttering; authorizes speech therapy in person & via telehealth.

Community Rehabilitation Programs; Provides minimum standards community rehabilitation program must meet to qualify to enter into cooperative agreements with Division of Blind Services to provide certain services; authorizes director of division to temporarily waive certain requirements for certain purposes; provides that community rehabilitation programs that meet specified requirements are considered priority service providers for program funding; authorizes division to enter into cooperative agreements with noncommunity rehabilitation program private vendor; provides requirements for such cooperative agreements; requires Florida Association of Agencies Serving Blind, Inc., to coordinate with division to ensure annual cooperative agreements meet certain needs.

Special Elections; Revises timeframe during which vacancy must be filled by candidates qualifying within timeframes provided by general law; requires Governor to call special primary election & special election under certain circumstance; requires Governor to fix dates of special election after vacancy occurs; requires Governor to consult with Secretary of State & supervisor of elections before setting special election dates; authorizes qualified electors to file petition in circuit court seeking judicial determination of election date under specified conditions; provides that court has authority to fix & declare dates for special election; removes authority of Governor, President of Senate, & Speaker of House of Representatives to waive specified timeframes if all parties concur; requires Governor to fix dates to coincide with already scheduled election; requires that special elections to fill certain vacancies be held no later than election for which resigning officer seeks to qualify; provides that certain persons are deemed elected; requires Governor to consult with certain supervisors of election, in addition to Secretary of State, before declaring date of special election; requires that such order be issued within specified timeframe after occurrence of vacancy.

Homeowner's Insurance Premium Reductions; Requires premium reductions to be applied to homeowners who maintain certain claim-free periods; provides requirements for such premium reductions; provides that homeowners who file major storm claims remain eligible for premium reductions; requires OIR to determine premium reduction schedules for such homeowners; prohibits homeowners' insurers from treating major storm claims as certain other claims; requires homeowners' premium reductions for mitigation upgrades.

Instructional Personnel and School Administrator Salaries; Revises provisions relating to school district salary schedules & certain FEFP funding relating to instructional personnel salary increases & school district, charter school, & DOE responsibilities.

Paid Parental Leave; Requires state to provide paid parental leave to certain employees for specified period of time; prohibits state from requiring that employee use his or her annual or sick leave for paid parental leave; provides that employee is entitled to accumulate specified benefits during such leave; prohibits state from refusing to grant such leave.
