Specialty License Plates; Directs DHSMV to develop Supporting FHP Troopers license plate; provides for distribution & use of fees collected from sale of plate; exempts plate from minimum presale voucher requirements & minimum valid registration requirements.
Pub. Rec. and Meetings/Social Work Licensure Interstate Compact; Provides public records & meetings exemptions relating to Social Work Licensure Interstate Compact & its committees; provides for future legislative review & repeal of exemptions; provides statements of public necessity.
Medicaid Oversight; Establishes Joint Legislative Committee on Medicaid Oversight within Office of Auditor; specifies duties; requires Auditor General & AHCA to enter into data sharing agreement; requires Auditor General to assist committee; provides that committee must be given access to certain records, papers, & documents; authorizes committee to compel testimony & evidence; provides that certain joint rules of Legislature apply to committee; requires agency to provide report of specified information to committee.
Youth Conflict Resolution and Peer Mediation Pilot Program; Establishes Youth Conflict Resolution and Peer Mediation Pilot Program within the Community School Grant Program; provides requirements for program.
Florida Bright Futures Scholarship Program; Requires public high schools to establish Bright Futures Scholarship mentorship program for students; & provides requirements for such program.
Interstate Compact for School Psychologists; Creates Interstate Compact for School Psychologists; provides for recognition of school psychologist licenses in member states; authorizes member state to require licensure; requires member states to meet criteria to participate in compact; establishes Interstate Compact for School Psychologists Commission; provides membership, duties, & powers; provides for state enforcement of compact; provides for termination of compact membership; requires facilitation of exchange of specified information between member states.
Farm Products; Provides that collection, storage, processing, & distribution of farm product is activity of bona fide farm operation which governmental entity may not prohibit, restrict, regulate, or otherwise limit.
Weapons and Firearms; Requires background checks on persons involved in firearm sales or transfers; requires firearm sales or transfers to be conducted through licensed dealer; revises requirements for safe storage of firearms; revises criminal penalties; requires firearms be sold by dealers with trigger locks or gun cases; revises warnings to be posted in gun dealerships; requires certain materials to be given to gun purchasers; prohibits specified acts involving unfinished firearm frames or receivers; prohibits certain activities involving three-dimensional printer or CNC milling machine; creates Veteran's Firearm Suicide Reduction Task Force; requiring a report.
Elections; Revising provisions related to elections including elected positions, administration of election law & investigation of violations, voters rights, voter registration, vote-by-mail, ballot types, and Election Day holiday.
Hands-free Driving; Prohibits person from operating motor vehicle while using wireless communications device in handheld manner; provides exception; requires that sustained use of wireless communications device by person operating motor vehicle be conducted through hands-free accessory until such use is terminated; revises exceptions to prohibition; removes obsolete provisions; revises penalty provisions relating to use of wireless communications devices in handheld manner in certain circumstances.
