Nutrient Application Rates; Authorizes citrus producers to use specified recommendations to tailor nutrient application rates; requires producers to keep records & to enroll in & implement best management practices; requires recommendations for nutrient application rates by state universities & Florida College System institutions to provide application ranges & authorizations; provides presumption of compliance with certain requirements for citrus producers; directs UF/IFAS to analyze use of site-specific nutrient management for certain crops, develop research plan & recommendations, & submit annual report to Governor & Legislature.

Rec. and Meetings/Postsecondary Education Executive Search; Provides exemption from public records requirements for age, race, & gender of all qualified applicants considered & personal identifying information of applicant for president of state university or FCS institution; provides exemption from public meeting requirements for meeting held for specified purposes relating to postsecondary executive search; provides for future legislative review & repeal; provides statement of public necessity.

Covid-19-related Claims Against Health Care Providers; Extends duration of liability protections from COVID-19-related claims against health care providers.

Photovoltaic Solar Installations; Prohibits counties & cities from preventing construction or placement of photovoltaic solar installation on existing permitted structures from being considered accessory uses to those structures; requires brokers to provide written disclosures regarding photovoltaic solar installations before selling residential real estate; revises provisions addressing photovoltaic solar installations; provides additional disclosures that must be provided in each photovoltaic solar installation sale or lease agreement; requires closing agent to retain loan or lease payoff funds in escrow under certain conditions.

UF-IFAS – West Florida Research and Education Center Dormitory/Museum Project; Provides an appropriation for the UF-IFAS – West Florida Research and Education Center Dormitory/Museum Project. APPROPRIATION: $1,650,000

Land Acquisition Trust Fund; Requires specified annual appropriation to Florida Forever Trust Fund.

Florida Housing Finance Corporation; Provides corporation, rather than SBA, act as state fiscal agency to make certain determinations; revises authority for interest rates of corporation bonds; removes authority of SBA to authorize different interest rate for bonds; removes requirement that classifications be consistent with rules adopted by SBA; removes cap on contributions that service providers may make to candidate for member of SBA.

Jupiter Sims Creek Preserve Hydrologic Restoration; Provides an appropriation for the Jupiter Sims Creek Preserve Hydrologic Restoration. APPROPRIATION: $100,000

Tangible Personal Property Tax Returns; Authorizes certain property owners who have not filed personal property tax returns to qualify for tax exemption under specified conditions.
