Department of Agriculture and Consumer Services; Revises, provides, & repeals provisions relating to alternative fuels & vehicle technologies; renewable energy production credits; natural gas fuel fleet vehicle rebate program; fumigants, pesticides, & fertilizers; hemp extract, seeds, & cultivars; food permits; Florida Food Safety & Food Defense Advisory Council; bottled water; substance abuse marketing service providers; milk & milk products; Dairy Industry Technical Council; weights & measures; sellers of travel; animal products; beekeepers; Florida Boll Weevil Eradication Law; school food & nutrition programs; & aquaculture products.

Exemption from Taxation for Educational Properties; Exempts from taxation property used by educational institutions that hold leasehold interests exceeding specified number of years.

Land Acquisition Funding; Extends retirement date of bonds issues to fund Florida Forever Act; revises distribution of proceeds from Florida Forever Trust Fund for land acquisition & capital project expenditures; requires specified annual appropriation to Florida Forever Trust Fund; prohibits use of moneys from Land Acquisition Trust Fund for specified costs.

Charter Schools; Creates Charter School Review Commission within DOE; revises provisions relating to reporting requirements & charter renewal, modification, & nonrenewal, use of interlocal agreements, impact fees, & charter school facilities; establishes Florida Institute for Charter Schools Innovation at Miami Dade College; requires OPPAGA to conduct specified analysis & submit report.

Postsecondary Education; Revises provisions relating to FCS institution & state university requirements for information related to textbooks & instructional materials, registration process, & tuition & fee rates; revises provisions relating to certain postsecondary registration processes, acceptance & application of specified courses & credits, accrediting processes for certain postsecondary institutions; creates a specified cause of action; & provides requirements for FCS institution or state university, respectively, to raise, impose, or authorize certain fees.

Florida Housing Finance Corporation Revenue Bonds; Designates corporation, rather than SBA, as state fiscal agency to make determinations in connection with specified bonds; authorizes corporation's board of directors to delegate to executive director of corporation authority & power to perform that function; requires executive director to annually report specified information to corporation's board of directors; revises applicable interest rate limitations on bonds of corporation.

Elections; Creates Office of Election Crimes & Security within DOS; revises & provides provisions relating to certain fines, registration list maintenance programs, voter registration, county commissioner elections, initiative petitions, ranked-choice voting, polls, vote-by-mail voter's certificates, vote-by-mail ballots, special officers, voter identifying numbers, & report to Legislature; increases criminal penalties.

Immigration Enforcement; Requires law enforcement agency operating county detention facility to enter into specified agreement with U.S. Immigration & Customs Enforcement to assist with immigration enforcement; requires such agency to report specified information quarterly to FDLE; prohibits governmental entity from executing, amending, or renewing contract with common carriers or contracted carriers under certain circumstances; requires specified governmental entity contracts with common carriers or contracted carriers to include specified provisions.

Tax Administration; Revises provisions relating to taxation including taxpayer records; notices of rule development; administrative proceedings; transferring real property; audits of taxpayers; legal presumption relating to failure of taxpayer to produce documents; tax exemptions; subpoena procedures; taxpayer liability for penalties; calculation of penalties; requests to settle or compromise; tolling period for filing claims for refunds; & employer reemployment assistance contribution rate calculation; creates workgroup for specified purposes.

Agritourism; Revises legislative intent regarding promotion of agritourism; prohibits denial or revocation of property's agricultural classification; requires certain farm buildings, structures, facilities, or other improvements to be assessed according to specified provisions.
