Financial Disclosures; Revises qualification requirements for certain candidates for office; requires specified local officers to file full & public disclosure of financial interests; exempts specified local officers from certain financial disclosure requirements; provides that certain local officers must file their statements of financial interests with specified supervisor until specified date; revises documents that must be filed electronically; provides that certain delinquency notices may not be sent by certified mail.

Discharge and Use of Firefighting Foam; Prohibits use of Class B firefighting foam; provides exception.

Recovery For Wrongful Death; Authorizes adult children of certain decedents to recover specified damages.

Release of Adoption Information; Authorizes only one avenue for disclosure of certain adoption related records without court order; removes authorization for certain adoption related records to be disclosed without court order; authorizes court to break seal of specified birth records upon request of certain persons under certain conditions.

Insurance Coverage for Hearing Aids for Children; Requires individual health insurance policies & individual HMOs to provide coverage for hearing aids for children 18 years of age or younger; specifies coverage requirements; provides insured & subscriber are responsible for certain costs that exceed policy limit.

Revising Penalties for Criminal Offenses; Provides civil citations for possession of small amounts of cannabis & cannabis paraphernalia offenses; provides community service in lieu of fines; limits number of civil citations that person may receive; provides person who contests violation waives specified civil penalty & may receive larger penalty; revises Criminal Punishment Code relating to prisoner's required minimum term of imprisonment & incentive gain-time that DOC may grant.

Recovery of Damages in Claims for Medical Negligence; Authorizes parents of adult children to recover damages for mental pain and suffering in medical negligence suits.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Education and Employment Incentives for Probationers; Requires DOC to reduce probationer's supervision term by specified amount for completing an educational advancement activity & for completing specified period of workforce achievement.

Dementia-related Staff Training; Requires DOEA or its designee to provide education & training regarding Alzheimer's disease & related forms of dementia; provides requirements for education, training, & covered providers & their employees; revises & provides staff training requirements for nursing homes, home health agencies, facilities providing special care for certain persons, assisted living facilities, adult family-care homes, adult day care centers, specialized Alzheimer's services adult day care centers, nurse registries, & companion & homemaker service providers.
